Make release generate safe to run unattended - #87
Tagging the bundled packages through release generate meant answering y/n for every milestone, and getting several of those answers wrong would have published bad releases:
It offered empty milestones (extension 3.1.0, search-replace 3.1.0 and 4.0.0), which would have published releases with no notes.
A repository with two open milestones would have had both tagged on the same commit.
An open milestone whose tag already existed (block-command 1.0.3) would have had its notes attached to the old tag, so none of its changes would have shipped.
Notes could only be fixed after publishing, by editing the release by hand.
Those cases are now refused with a warning instead of being left to whoever answers the prompt. Each is either a mistake or needs a maintainer's decision. The command also skips milestones that are not a version newer than the latest tag. When a repository has more than one releasable milestone, it is skipped unless --milestone says which one.
With the guards in place, --yes can safely skip the prompt, so an agent can publish a release that release plan reported as ready. --notes-file publishes notes that were generated with release-notes and tidied up first, so typo fixes happen before the release goes out rather than after. Both flags work on one milestone at a time on purpose: the maintainer decides which milestone to release, and the tooling does the rest.
I checked the guards against the live repositories without publishing anything. The tag-already-exists guard reuses the tag matching that the plan's unit tests cover; no repository currently has that state to check it against.
Tests for the GitHub API layer
The commands are now also tested end to end against a fake GitHub API: the plan, generate with --yes, --notes-file, the guards, pagination, error handling and write pacing. Requests still go through WP-CLI's HTTP layer, and a fake transport answers them from responses each test registers. Any unexpected request fails the test.
The response bodies are real GitHub responses, recorded by composer update-github-fixtures from data that no longer changes (closed milestones, a comparison between two old tags, a published release). Each test overrides only the fields its scenario depends on, so refreshing the recordings never changes what a test expects, but a change to the API itself makes the tests fail.
The pause between write requests can now be configured instead of being fixed at one second. The tests set it to zero, and WP_CLI_GITHUB_WRITE_INTERVAL can raise it if GitHub still throttles a bulk run. As before, a write only waits for whatever is left of the interval since the previous write.

New Features
Release generation can now target a specific milestone, use release notes from a file, and skip confirmation when requested.
Eligible milestones are checked for release readiness; ambiguous selections are skipped rather than chosen automatically.
Successful releases are published on the default branch and their milestones are closed.
GitHub write pacing is configurable, with a one-second default.
Bug Fixes
Milestones that are already released or tagged, out of date, or missing merged pull requests are excluded from release generation.

Walkthrough
The changes add configurable GitHub write pacing and milestone tag-status classification. Release generation now filters candidates, accepts milestone and notes-file options, supports confirmation bypass, and publishes releases while closing milestones. New tests, fixtures, and fixture-update tooling cover these workflows.

Summary
GitHub API pacing and test support .maintenance/src/GitHub.php, tests/GitHubApiTest.php, tests/includes/*, composer.json
GitHub write pacing now uses a configurable interval. New API tests cover pagination, missing releases, rate limits, credentials, JSON writes, pacing, and merged pull-request selection. A fake transport and shared test case provide request recording and fixture responses.
Release_Plan classifies milestones as released, tagged, not newer, or taggable. Tests cover these statuses and the first-release case.
Release candidate selection and publication .maintenance/src/Release_Command.php, tests/ReleaseCommandTest.php, tests/fixtures/github/*, composer.json, .typos.toml
The command validates its options, filters releasable milestones, handles candidate ambiguity and confirmation, publishes generated or supplied notes, and closes the milestone. Tests and GitHub fixtures cover release publication, notes files, skipped milestones, and candidate selection. Fixture-update tooling records configured GitHub API responses.

The new unattended release flow can publish a release whose notes and tag do not match the changes actually in the tagged commit. Fix both milestone-selection gaps before relying on --yes. The fixture updater should also reject unexpected HTTP statuses.

Also makes the fixture recorder keep the existing fixtures when GitHub returns an unexpected status, and drops the PHP 8.5 deprecated $http_response_header.
