On CI,
composer installclones every repository first, andclone-all-repositories.shlists them through the GitHub API without a token. The anonymous rate limit is shared by every job on the same runner address, so jobs fail at random with "API rate limit exceeded". This just happened to the PHPCS job on #85 and to a code quality run on #87.The workflows don't pass
GITHUB_TOKENto that step, but setup-php already hands the job's token to Composer as its GitHub OAuth token. The script now falls back to that token when neitherGH_TOKENnorGITHUB_TOKENis set, so CI requests are authenticated without changing the shared workflows. Locally nothing changes: the GitHub CLI or the environment variables still come first, and without any token the request stays anonymous.
