I dropped all the RBAC caching. This was leftover from the preflight permissions checking.

Require ownership before accepting the fallback COD.

The new cache makes every ClusterObjectDeployment visible, including an unrelated object with the same name as the ClusterExtension. The bundle-unavailable branch accepts that object from a name-only Get and returns success without checking ownership. Status reflection then reads the transform-cleared spec and status.

Require the COD to belong to the current extension before returning success. An uncached status read would expose the unowned object’s data without fixing this ownership boundary.

Review comment at @cmd/operator-controller/main.go around lines 589 - 600:
In the bundle-unavailable branch that accepts an existing
ClusterObjectDeployment, validate ownership before returning success: require
its OwnerKind label to identify a ClusterExtension and its OwnerName label to
match the current extension name. Otherwise return the existing “catalog content
unavailable and no deployment installed” error; do not use an uncached status
read as a substitute.

Seems like this comment will be addressed in #3084. Let's merge that first, then rebase this.

@joelanford Agreed with that sequence: merge #3084 first, then rebase this PR. This finding remains open until we verify that the rebased code checks ownership before accepting the fallback ClusterObjectDeployment.
