fix(ios): launch the app once when restarting it on a device - #6176
On a device with HMR, every restart launches the app twice. restartApplication launches it, then setupSocketIfNeeded connects to the debug socket with ensureAppStarted, which launches it again with devicectl --terminate-existing and kills the first process about a second in.
The first process usually dies before any JS runs, so it mostly shows up as the app flashing and restarting. Recorded devicectl calls on main show two launches within the same second.
What is the new behavior?
The restart path connects to the instance it just started, so there's one launch. --debug-brk doesn't take this path, because it turns HMR off.
Testing

Unit tests cover the restart path. HMR updates still apply on the device and simulator. iOS below 17 wasn't run.
The logging PR makes the first process visible, since it reaches JS and prints its logs, so this needs to land before or with it.
Summary by CodeRabbit
Bug Fixes
Improved iOS app restarts during live sync. The app now restarts before its debug connection is requested, and the connection no longer triggers an unnecessary additional app start.
Improved restart behavior when waiting for a debugger, keeping the restart sequence consistent across debugger-wait settings.
restartApplication launched the app and then connected to its debug socket with ensureAppStarted, which launched it again with --terminate-existing and killed the first process. The socket now connects to the running instance. A launch waiting for a debugger keeps the second start, since that instance cannot answer the attach request.

Walkthrough
Socket setup now accepts an option that controls whether it starts the app. The hot-module-reload restart path passes false to socket setup. Tests verify restart order and cover both debugger-wait settings.

Socket setup and restart behavior lib/services/livesync/ios-device-livesync-service.ts, test/services/livesync/ios-device-livesync-service.ts
Socket setup accepts an ensureAppStarted argument. Hot-module-reload restarts pass false. Tests check that restart occurs before socket acquisition for both debugger-wait settings.
The restart change is mergeable after normal checks; no remaining issue is established for the supported CLI path.
