Remove roave/security-advisories and require Composer 2.9 - #88
Since Composer 2.9, Composer refuses to install packages with known security advisories by default, which the release post says fully replaces roave/security-advisories. Since its latest update, the package also conflicts with every PHP version without the newest security release, so it can no longer be installed on the older PHP versions we test on. It also breaks the CI workaround from wp-cli/.github#305 here, which is why the unit tests on PHP 7.4–8.1 currently fail on every pull request in this repository.
The installation instructions now ask for Composer 2.9 or later and explain why, since that is what keeps the protection in place locally. Composer 2.9 runs on PHP 7.2.5 and later, so this doesn't rule out any PHP version we support.
Summary by CodeRabbit
Documentation
Updated installation requirements to specify Composer 2.9 or later and explain its security advisory checks.
Clarified that older Composer versions do not provide the same checks.
Chores
Removed the development dependency used to block packages with known security advisories.
Composer 2.9+ blocks packages with known security advisories by default, which fully replaces this package. Since its latest update, the package also conflicts with every PHP version without the newest security release, so it can't be installed on the older PHP versions we test on.

Composer requirement and advisory check composer.json, .readme-partials/INSTALLATION.md
The require-dev section and roave/security-advisories dependency were removed. The installation instructions now specify Composer 2.9 or later and describe the advisory check.

Composer 2.9 and later refuse to install package versions with known security advisories, which protects the development environment from vulnerable dependencies. That is why WP-CLI doesn't rely on the `roave/security-advisories` package for this anymore. Older Composer versions install without this check. See the [Composer 2.9 release post](https://blog.packagist.com/composer-2-9/) for details.
Scope the Composer advisory guarantee to dependency resolution.
When composer.lock exists, composer install uses its exact versions. A newly disclosed advisory can therefore remain in the locked environment. Use composer audit --locked to check the versions recorded in the lock file.
Proposed wording
-Composer 2.9 and later refuse to install package versions with known security advisories, which protects the development environment from vulnerable dependencies.+Composer 2.9 and later block package versions with known security advisories during dependency resolution. Run `composer audit --locked` to check the versions recorded in an existing `composer.lock`.
