This pins wp-cli/wp-cli-tests to a fixed commit, so that Behat run times on this branch can serve as the baseline for proposed changes to the test framework. Each change is measured on its own measure/* branch based on this one, and the results are recorded on the issues in wp-cli/wp-cli-tests#394.
