Enables the parallel runner of wp-cli/wp-cli-tests#405 with throwaway Docker containers per worker from wp-cli/wp-cli-tests#408 for the functional tests of all packages.

On core-command and cache-command, this cut the run time of the Behat step by about 68% and 55%, with every job passing (wp-cli/wp-cli-tests#391). WP_CLI_TEST_DOCKER is set to auto, so where Docker cannot be used, on Windows and macOS, for code coverage and where the image cannot be built, wp-cli/wp-cli-tests runs the scenarios without containers and reports why. Versions of wp-cli/wp-cli-tests without these changes ignore both settings.
