AGENTS.md is synced into every repository from here, so a repository can't add its own agent instructions to it: the next sync overwrites them. Some repositories need such instructions. wp-cli/wp-cli-dev is about to become the place where agents run the release and maintenance tooling, and the generic guidance (Behat tests in features/, and so on) does not apply there.

This adds one line telling agents to also read an AGENTS.local.md when a repository has one. The sync patterns don't match that file, so it stays under the repository's control. Where the two disagree, the local file wins because it is the more specific one.

Repositories without the file are unaffected.
