Summary

What:

• Apply bounded refresh and finalization batches using one ordered cursor across build issues and open issues.
• Retain retry-safe lifecycle history and checkpoint only after the processed issue writes succeed.

Why:

• Keep large failure sets from requiring a complete scan in one delivery.
• Separate issue mutations from delivery coordination while leaving consumers disabled until old workers cannot write after takeover and recovery is implemented.

Test Plan

• Add unit tests.

Revert Plan

• Revert dependents first, then this PR. The batch implementation is not enabled by the reference host; progress storage remains available but unused.
