Go directly form parquet files to a NumPy array per column #229

Is it possible, in C, to go directly from a Parquet file to a list of NumPy arrays?

In Python we do this with PyArrow; can it be done entirely in C?

Follow other ArrayKit interface conventions. If possible, support taking either a file path or an open file.

Optionally take a columns_select argument as a list of strings: only load those columns if that list is provided.

The goal is an optimal implementation with maximum performance, ideally outperforming using PyArrow in Python.
