chore(stackable-base): Update image for 26.11.0 #1700
Description
Part of #1699.
Update tasks
Note
When updating the base image, you will likely get a build failure related to the CA certificates.
This means you will need to update the ca-certificates-* package and try again. The build will
fail if the blocked certificates are still found.
The package check exists so that we can remove it once (if ever) the bad CA has been removed.

No, I don't think so. #1643 was part of the first round, this is part of the second one (patch versions). We might want to hold off on this until as late as possible, so that the release ships with the most recent base image.
