Motivation
loadRstackConfig({ cwd })implicitly inherited the CLI's--configpath, so #600 needed anullsentinel to load external projects independently. The public API should resolve configuration from its explicit arguments.Changes
Move CLI state and path fallback into an internal
loadCliRstackConfighelper and migrate root tool callers, preserving CLI, formatter LSP, and lint-worker path handling.loadRstackConfignow searchescwdwhenconfigFilePathis omitted; callers that relied on the implicit CLI path must pass it explicitly. Remove thenullinput type, update bilingual API docs, and cover directory projects with--config.Validated with
pnpm build,pnpm --filter rstack build:native,pnpm check,pnpm check:spell, andpnpm test(441 passed, 1 skipped).
