[ci] Remove Ubuntu 22 and test imt=OFF in PR builds with Ubuntu 24.04 - #23926

Remove Ubuntu 22.04 from the CI, because it has reached the end of its five-years live cycle before the release of ROOT 6.44. This follows the same reasoning as the removal of Fedora 43 in 56eee68. Now that Ubuntu 22 is gone, Ubuntu 24 is taking over the role to test `imt=OFF` in PR builds.
