Changes

Restore configurable sync concurrency and retries for transient HTTP 502, 503, and 504 responses on upstream v1.22.1. Upload retries reopen the reader; dry-run uploads do not open the file.

Why

Keep the fork extensions independently reviewable from the upstream upgrade: six files, 213 added lines and 26 removed lines. This PR targets the upstream-sync branch.

Tests

The complete source tree is identical to the prior upgrade candidate. Its Nix package build and install checks passed, including CLI version, genie ask help, and both sync flags. Focused sync and bundle tests passed in the original handoff; unchanged source preserves that evidence. No authenticated workspace call was run.

Merge after the companion upstream sync. Do not release the intermediate upstream-only tree.

Retain configurable concurrency, retry timeout, and upload reader reopening on the updated CLI.
