Summary: Replace opaque retry-report failures with summaries and annotations identifying the failing job, configuration, steps, and direct log link. Preserve separate matrix failure details and retain a run-linked fallback when job diagnostics are unavailable. Apply the shared reporter to Android/iOS RNTester, template-app, and Fantom workflows while keeping intermediate retries non-fatal and failing the final gate.
