nightly: link the package summary instead of pasting it - #8633

The release notes listed every package status. That table is already on the Actions run summary, so the nightly release links there.

The nightly release notes pasted the package status table.
scripts/ci/package_builds.shalready writes that table to the Actions run summary, so the release now links to the run instead.The current nightly notes were updated the same way, pointing at run 41175237620. The next nightly keeps this shape once this is merged. The failed-package check still reads
out/package_summary.md.
