Updates certifi from 2026.7.22 to 2026.10.19 in three dependency locks used by mssql-python’s build and test pipelines.
Changes:
- Updates certifi pins and SHA-256 hashes.
- Regenerates dependency entries, including platform-specific packages, Python-version conditions, and extras.
- Normalizes generated dependency-source comments.
