Completes 0.1.0 before it is tagged (#1 is merged, not released).

  • os::fs: generic, native, is_absolute, same, within --- lexical, asked of host(), so an ok image on Windows reads C:\\x and //server/share as Windows does, where the standard library inside an image reads names as POSIX does.
  • os::env: split_list, join_list for any variable that holds directories (PATH, PKG_CONFIG_PATH, LD_LIBRARY_PATH): the host separator, empty entries skipped, a quoted entry unquoted on Windows; search_path and find_executable use it.

Consumers (mcppls, mcpp) stop carrying their own copies of these.

Tested natively and as an x86_64-openkal image; the Windows spellings by the host branch in tests/fs_test.cpp.
