What does this PR do?

packages/core/src/util/machine.ts has no callers left.

3b383e3 removed the OAuth device flow from mars.ts. That was the only place that imported it (Machine.machineID). Full tree grep for util/machine and machineID comes back empty.

This deletes the file. Nothing else. No behavior change.

How did you verify your code works?

Verified: the grep above on the patched tree. The file is imported nowhere, so removing it cannot break a caller.
