Use the runner installed Python for pre-commit hook environments instead of requiring Python 3.12. This fixes Swift CI when python3.12 is unavailable.

Allow Python hook environments to use the runner's installed Python rather than requiring 3.12, which is not installed on ubuntu-latest.

Closing this draft because its initial change weakened the repository-wide Python requirement. The correct fix is to install Python 3.12 in the Swift clang-format workflow, but the available GitHub token lacks workflows permission to push that workflow change.
