ci: fix Android SDK setup - #11

`sdkmanager` no longer finds the legacy `tools` package, so the Setup Android SDK step failed before anything was built. Request only `platform-tools`. The NDK is installed in a later step.

The Build workflow fails in the Setup Android SDK step, before anything is compiled, because
sdkmanagerno longer finds the legacytoolspackage thatandroid-actions/setup-androidis asked to install. Request onlyplatform-tools. The NDK is installed by the next step and doesn't depend ontools.
