This targets 2.0-maintenance because it is the oldest maintenance branch that contains the bug. The bug dates back to 1.0.24, but upstream no longer has any 1.x maintenance branches.
AS2's ABNF also allows a fraction right after the minutes (2024-01-01T10:00.5Z). Both Temporal.Instant.from() and new Date() reject this form, so normalizeDateTimeLiteral() fills in the omitted seconds.
The new Date() gates accept a literal when either its raw or normalized form is date-like. Checking only the normalized form would turn Sat, 01 Jan 2024 10:00:00 GMT into ...GMTZ, which fails the gate, so its RangeError would become silent data loss in union-typed properties such as Question.closed.
Question.closed with an impossible date such as 2024-02-31T10:00.5Z now raises a RangeError instead of yielding null. This matches how 2024-02-31T00:00:00Z already behaves, and the inbox check classifies both as malformed.
Lowercase t and z (2024-01-01t10:00z) used to fail and now parse. RFC 3339 permits them, although AS2 requires uppercase.
normalizeDateTimeLiteral() is a new public export in a patch release, because generated code has to import it. Code regenerated with this @fedify/vocab-tools therefore needs a matching @fedify/vocab-runtime.
To try this locally, delete packages/vocab/src/vocab.ts before running mise run codegen. On this branch the generator compares only YAML modification times, so it does not pick up @fedify/vocab-tools changes.
Tested with mise run check-each and mise run test-each for vocab-runtime, vocab-tools, vocab, and fedify on Deno, Node.js, and Bun.
Opus 5.5 was used to carry out the plan proposed by the user, and Daybreak Blue was used to review the code. A trailer was added in the commit that incorporated Daybreak Blue’s feedback.

Activity Streams 2.0 allows seconds to be omitted from date-times, but
the generated xsd:dateTime decoders looked for a UTC offset only after
the 19th character, which assumes the HH:MM:SS layout. For values like
2024-01-01T10:00Z or 2024-01-01T10:00+09:00 they appended a second
offset, and Temporal.Instant.from() threw a RangeError. The inbox
boundary check had a copy of the same logic, so it classified these
valid activities as permanently malformed.
This commit adds normalizeDateTimeLiteral() to
@fedify/vocab-runtime/temporal, which looks for the offset in the part
of the literal after the date-time separator. The generated decoders
and the inbox boundary check now share it, so they cannot disagree.

The Activity Streams 2.0 ABNF also allows a fraction right after the
minutes, as in 2024-01-01T10:00.5Z, but neither Temporal.Instant.from()
nor Date can parse that form. The decoders raised a RangeError for it,
Question.closed silently lost the value at its Date gate, and the inbox
boundary check classified such activities as permanently malformed.
normalizeDateTimeLiteral() now fills in the omitted seconds in this
case. The Date gates accept a literal when either its raw or normalized
form is date-like. They keep checking the raw form because normalizing
values like "Sat, 01 Jan 2024 10:00:00 GMT" would make them fail the
gate, turning their RangeError into silent data loss.

Walkthrough
The vocab runtime adds date-time normalization for values without seconds. Vocabulary decoding and federation temporal validation use the helper. Tests cover offset and fractional forms, and changelog entries describe the changes.
The vocab runtime adds normalizeDateTimeLiteral(). It inserts omitted seconds before fractional seconds and appends Z to timed values without an offset. Tests cover these cases, and the changelog records the helper.
Generated date-time decoding normalizes values before parsing and accepts values that parse either before or after normalization. Tests cover minute-precision values and an unparseable date string.
Federation temporal validation uses the shared normalizer. The Question.closed date gate checks both the original and normalized values. Tests cover date-times without seconds and invalid calendar dates.
Existing checkouts can build without the fix or fail the new tests. Deleting the generated vocabulary file forces regeneration.

Explanation
Objectives from #1339:
[#1339] @fedify/vocab must parse AS2 date-times without seconds, with Z or a numeric offset, and must not throw RangeError.
[#1339] The inbox malformed-date check must not classify these valid values as malformed.
Evidence for objective 1: normalizeDateTimeLiteral() is added in packages/vocab-runtime/src/temporal.ts. It inserts :00 when a fraction follows HH:MM, and it appends Z only when the time has no Z, z, +, or -. 2024-01-01T10:00Z and 2024-01-01T10:00+09:00 therefore pass through without a second Z. The generated decoder in packages/vocab-tools/src/type.ts now passes the normalized value directly to Temporal.Instant.from. This removes the substring(19) offset check that caused the 10:00ZZ failure described in the issue. packages/vocab/src/vocab.test.ts adds Note.fromJsonLd() tests for minute-precision values with offsets.
Evidence for objective 2: packages/fedify/src/federation/temporal.ts imports the shared normalizeDateTimeLiteral instead of its own copy. hasMalformedKnownTemporalLiteral and the Question.closed check are covered by new tests in packages/fedify/src/federation/temporal.test.ts. Valid minute-precision values, including ones with offsets and no timezone, are no longer reported as malformed.
The changes in this PR cover the issue requirements. The verdict relies on the change summary and the added tests. I did not run the test suite, so the reported test results are not independently verified.
Full details: Out of Scope Changes check
Explanation
Each change maps to #1339 or to closely related date-time handling in the same code path:
normalizeDateTimeLiteral() added and exported from @fedify/vocab-runtime/temporal. Generated decoders import it, so this export is needed for the fix (class.ts import, type.ts decoder).
Fractions immediately after minutes (10:00.5Z) are normalized by inserting omitted seconds. This follows the same omitted-seconds case in the issue and the AS2 ABNF cited in the PR description.
Lowercase t and z are now accepted. RFC 3339 §5.6, which the issue cites, permits them. This is a parsing tolerance in the same normalizer, not an unrelated change.
Question.closed raises RangeError for an impossible fractional-minute date instead of returning null. This matches the existing behavior for 2024-02-31T00:00:00Z. It applies the malformed-date classification to invalid input and does not reclassify valid values.
The Date gate checks both raw and normalized forms. This preserves the existing RangeError for values such as Sat, 01 Jan 2024 10:00:00 GMT.
Changelog entries and tests for the affected packages support the change and are not unrelated.
The excluded snapshot files under packages/vocab-tools/src/__snapshots__/ were not inspected. No issue requirement depends on their contents, so they do not affect this verdict.
