Add Building of Boost to CI #165
Description
As requested by @jhsedg. Hopefully this just works, but if not this will also serve as the parent issue for any bugs found in the process. I'll target current master of the boost super project, so that we know that EDG will build the in-progress release without the possible noise of the develop branch.
