Adds a Community feed rail under Fellow voices, on the home page and anywhere else the Voices section is used.
GET /api/feed/latestreturns the 10 latest approved member posts that have an excerpt (official Dev Weekends posts are left out), cached at the edge like the stories API.Checked locally at 1280px and 375px: 10 cards plus the More card, no sideways page scroll.
