I've resolved the merge conflict in the L1 Local DB Contract PR. The PR is now conflict-free, but the GitHub Actions workflow is awaiting maintainer approval. Could you please approve the workflow and review the PR? |

L1: local database contract for ~/.codehands/state.db (SQLite).
Added (no existing file changed except one export line in index.ts):
sql/001_init.sql: tables, with the writer named above each one
src/local-db.ts: row types and TABLE_WRITERS (who may write each table)
test/local-db.test.ts: fails if the SQL and TypeScript drift apart, or the status list drifts from session.ts
