fix: keep shared PVC from getting stuck Terminating on workspace cleanup - #1725
Upgrade note: existing stuck PVCs are not automatically unblocked
This fix prevents the shared PVC from getting stuck, but it does not repair namespaces where claim-devworkspace is already stuck in Terminating — the new cleanup logic only runs when a DevWorkspace is being deleted, so a trigger is required:
A DevWorkspace still exists in the affected namespace (e.g. a workspace stuck in Terminating, or a failed workspace): the updated DWO reconciles it and the new cleanup path clears the blockage automatically on workspace deletion — no action needed.
All DevWorkspaces are already gone (the reproduction end state above): there is nothing left to reconcile, so the PVC stays stuck until the orphaned succeeded cleanup pod is deleted manually
kubectl delete pod -n "$NS" -l controller.devfile.io/devworkspace_id="$WS_A_ID" \
--field-selector=status.phase=Succeeded
Steps to reproduce (verified on OpenShift 4.22 + DWO v1.0.0)
The bug needs (a) a Kubernetes >= 1.33 cluster, (b) a slow cleanup job so the race window is wide, and (c) two workspaces deleted at (roughly) the same time.
Shared storage cleanup now checks whether pods still reference a persistent volume before deleting it. It retries while other pods or active jobs still need the volume, and removes eligible orphaned or completed-job pods before retrying.
Persistent-volume node selection now considers running pods across controller types and can exclude pods belonging to a specified cleanup job.
Resource deletion during synchronization now consistently uses background deletion.

The changes coordinate shared PVC cleanup with pods that mount the claim, allow node lookup to exclude a specified Job, and set background propagation for deletions in sync paths.
When the workspace count is zero, cleanup calls deleteCommonPVC. The helper checks labeled pods for PVC mounts, deletes eligible pods, retries while references remain, and deletes the PVC when no references remain. Tests cover referenced and unreferenced PVCs, pod ownership, completed Jobs, and mounts of other PVCs.
Node lookup considers running pods and can exclude pods controlled by a specified Job. The cleanup Job passes its own name; the backup Job passes an empty value. Tests cover Job exclusion and other eligible pod owners.
Recognized-object deletion, unrecognized-object deletion, and deletion during generic updates use deleteObject, which sets background propagation. The Job comparison remains unchanged; its TODO comment was removed.

Merge Risk: Moderate · previous review dc274
The change fixes the main cleanup race. A backup Pod using the shared PVC can still be missed, so the PVC may again get stuck in Terminating when the last workspace is deleted. Label the backup Pod template, or widen the Pod selection, before merging.

Full details: Title check
Explanation
The title names the main change: the fix keeps a shared PVC from getting stuck in Terminating during workspace cleanup. The changeset matches this. cleanup.go adds deleteCommonPVC, which waits for pods that reference the PVC to go away. FindNodeForPVC gains an excludeJob parameter so the cleanup job's own pods are ignored when selecting a node. The title is specific, uses the fix: prefix, and is under the usual length limit for a summary line. It is slightly long at 72 characters, but this does not affect the assessment.

@dkwon17
Yes, but we need to set ttlSecondsAfterFinished to a sufficiently long duration to ensure that the cleanup job isn't recreated. This introduces an explicit dependency that I wanted to avoid. In my opinion, removing pods is a more robust solution.

Return early when the alternate PVC is in use.
244-250: Minor · Functional Correctness · Quick win
Return early when the alternate PVC is in use.
deleteCommonPVC does not delete the alternate PVC when usingAlternatePVC is true. The pod handling still runs for the alternate PVC name. It can delete ownerless pods that mount that PVC. It can also return RetryError every 10 seconds while a pod with an owner reference still mounts it. This can delay cleanup for a PVC that the function does not remove.
Skip the pod handling and return nil when usingAlternatePVC is true. The if !usingAlternatePVC check around the PVC delete is then redundant.
Proposed fix
usingAlternatePVC, pvcName, err := checkForAlternatePVC(namespace, clusterAPI)
if err != nil {
return err
}
+ if usingAlternatePVC {+ // The alternate PVC is never deleted by this function.+ return nil+ }
if pvcName == "" {
pvcName = workspace.Config.Workspace.PVCName
}

Review comment at @pkg/provision/storage/cleanup.go around lines 244 - 250:
In deleteCommonPVC, return nil immediately when checkForAlternatePVC reports
usingAlternatePVC, before resolving the PVC name or handling pods. Since the
alternate-PVC path now exits early, remove the redundant usingAlternatePVC
condition around the common PVC deletion.

Excluding all Job-owned pods from getNodeNameForPVC meant that a running
backup job or a concurrent cleanup job holding the shared PVC was
invisible when computing node affinity, so a new cleanup job could be
scheduled on another node and hit Multi-Attach errors with ReadWriteOnce
PVCs. It also silently changed backup job affinity behavior, which uses
the same FindNodeForPVC helper.
Now only pods controlled by the cleanup job itself are excluded; all
other running pods mounting the PVC are considered.

Include backup Pods when checking PVC references.

Include backup Pods when checking PVC references.
If the last workspace is deleted while a backup Pod still references the shared PVC, this label selector can miss that Pod. createBackupJob sets DevWorkspaceIDLabel on the Job at Lines 382–390, but not on its Pod template at Lines 392–401. Job metadata labels are not automatically copied into the Pod template. The helper can therefore delete the PVC while the backup Pod still uses it, leaving the PVC in Terminating. Select all namespace Pods and filter by claim name, or label the backup Pod template consistently. (kubernetes.io)

Review comment at @pkg/provision/storage/cleanup.go around lines 262 - 265:
Update the PVC-reference check in the cleanup flow so it includes backup Pods
that lack the workspace label: either list all Pods in the namespace and filter
by claim name, or ensure createBackupJob applies the expected label to its Pod
template. Preserve the check that prevents deleting a PVC while any Pod still
references it.

Job metadata labels are not propagated to pods, so backup pods lacked
the DevWorkspace ID label and were missed by the label-selector check
in deleteCommonPVC. This could leave the shared PVC stuck in
Terminating when the last workspace was deleted while a backup pod
still referenced it.
