What:

Add REVIEW_SKIP_AUTHORS: "renovate[bot]" to both the env.runner and env.sandbox sections of .fullsend/customized/harness/review.yaml.

Why:

Renovate bot PRs in this repo only touch go.mod/go.sum files, and the review agent consistently produces the same informational findings on every rebase. PR #3564 was rebased 8+ times over 7 weeks, triggering 8 full opus/high-effort reviews costing ~$29 total with identical non-actionable findings each time. CI checks (build, test, lint) already validate these dependency changes independently.

This uses the existing REVIEW_SKIP_AUTHORS mechanism (implemented in fullsend-ai/agents#368) to bypass review dispatch for Renovate-authored PRs, matching the pattern already established by REVIEW_FINDING_SEVERITY_THRESHOLD tuning in this file.
