Install Playwright Chromium without --with-deps in CI - #2607

Conversation
The ubuntu-latest image already ships Google Chrome, so the system libraries Chromium needs are present. --with-deps only added ~25 MB of fonts from Ubuntu's package mirror, which sometimes slows to tens of kB/s and has stretched this step from ~16 seconds to 6-10 minutes.

…th-deps * origin/main: Cap CI job run time with timeout-minutes (#2606)
The test job's 15-minute cap left room for a slow Ubuntu package mirror during `playwright install --with-deps`. Without that flag the job no longer touches the mirror, so it gets the same 10-minute cap as the other jobs, and the explanation moves above `jobs:` to cover all four.

Overview
About 1 in 15 CI runs takes 6–11 minutes instead of 1–2. The slowdown is always in the Install Playwright Chromium step, and specifically the
--with-depspart, which installs about 25 MB of system packages (mostly fonts, plusxvfb) from Ubuntu's package mirror. That mirror sometimes slows to 40–60 kB/s. The Chromium download itself, which comes from Playwright's CDN, takes a few seconds even in the slow runs. The
ubuntu-latestrunner image already ships Google Chrome, so the libraries Chromium needs to launch are already installed. This PR drops--with-depsso the step skips apt entirely. A CI run on this branch passed every browser test with no missing-dependency warnings, and the install step took 7 seconds. Since thetestjob no longer depends on the mirror, this PR also lowers its cap from #2606 from 15 minutes to 10, matching the other jobs.Screenshots
