Why is this Change Important & Necessary?
Documentation change for Submitty/Submitty#13546.
The Image Annotation page says annotation only works for images generated by Submitty (e.g. bulk upload). That PR allows annotating images students submit directly, so the page needs to reflect this.
What is the New Behavior?
Updates the Image Annotation page to say annotation is available for images students submit directly (including subfolders), as well as bulk-upload images. Also fixes a small typo ("places" → "placed").
