…g, per-layer scene caching, and layer reordering, including ActiveX APIs and tests. Updated the plan and documentation; remaining limits include unsupported WMTS/WMS, synchronous tile requests, and no OpenGL clipping

Completes the map-rendering and navigation work called out as deferred in the prior description.
The first layer establishes the map CRS; declared vector and raster layers in other CRSs are transformed into it, while mixing referenced and unreferenced layers is rejected. Raster inputs render from bounded RGBA previews, and vector scenes now support points, lines, and polygons. Core navigation adds bounded back/forward history, animated fits, and grouped drag/touch gestures. ActiveX exposes these operations through a derived automation interface and adds keyboard navigation and Windows pointer pan/pinch handling.
Validation: Debug x64 build; 323 native tests (320 passed, 3 skipped); automated C# ActiveX host passed all 16 checks.
Remaining limitations: raster rendering is a bounded preview rather than full-resolution windowing; tile layers, clipping/caching, and layer reordering remain future work. Touch input still needs validation with physical hardware.
