COMP: Move the GitHub Actions macOS jobs from macos-14 to macos-15 - #490

GitHub retires the macos-14 runner image on November 2, 2026, and its scheduled brownouts already fail jobs that request it (actions/runner-images#13518). macos-15 is arm64 like macos-14. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
