Subject: [PATCH] ci: update e2e runs-on to ubuntu-24.04

The ubuntu-latest runner image recently began migrating to Ubuntu 26.04, which mounts /tmp as a 7.8 GB tmpfs RAM disk with a per-user disk quota. This causes large builds and package extraction (such as yarn in E2E tests) to fail with EDQUOT (disk quota exceeded).

This commit pins runs-on to ubuntu-24.04 for the E2E test jobs.
